We grew up with the idea that the democratic system is an established and irreversible fact. It is not so. Democracy is a form of community government that has its own historicity. And without his radical renewal, is destined to decline. All the elements that characterize liberal democracies in classical political culture have jumped: from the fundamental balance of powers, to the level of efficiency and decision-making capacity, now inadequate in the times of the economy and social and technological change. These are the great challenges facing a policy that wants to have scope and perspective, and to overcome a crisis of legitimacy that appears to be profound. Democracy is truly at a crossroads, even more so in the face of the dramatic choices and alternatives proposed by the conflict in Ukraine and by the upheaval of the international balance that has occurred. We are indeed at a historic turning point. Rebuilding peace in a multipolar world, defending the reasons and conditions of our security; without falling into a new cold war, but building the conditions for a new season of peace: it is an enormous challenge, with an unforeseen conclusion. The fate of peace in the world is linked to its results, and together with the future of democracy.


Vincenzo De Luca was born in Ruvo del Monte (Pz) on 8 May 1949. After graduating in Philosophy at the University of Salerno, he became interested in politics, serving in the PCI and holding numerous positions within it. He was elected mayor of Salerno, as well as Deputy Minister of Infrastructure and Transport of the Letta government and is currently president of the Campania Region.
